Rumpke; Taking cans out to the curb

Over the past few years more and more residents are taking their garbage cans out to the curb for Rumpke to pick up instead of leaving them at the rear or side house. We believe that about 35% are now doing so. A Rumpke employee recently told us that the number is closer to 50%. Mayor Todd and Council are aware of this trend and will study the matter this Fall in Committee. Issue; We pay almost 50% more ($160,000 per year vs. $85,000 per year for the special rear house pickup of your garbage cans). This is a premium of $75,000 of which we may be overpaying $26,000 (35%) and possibly up to $37,500 (50%); depending on how many residents are not using the premium service.

Some possible remedies;

1) Go to curb side collection for everyone and save $75,000
Issues: Some would not care and some would not be pleased by this reduction in service.
All of the Village would have cans at the curb, however, the 3 day Village wide collection could be consolidated to 1 day per week.

2) Offer optional side of the house for only those that wish it and have Rumpke adjust the bill.
Issue: Rumpke may not split out the service and lower their contract.

3) Mandate that no garbage cans would be allowed at the curb (only trash to be placed at the curb).
Issue: Difficult to enforce

    Personally, I would save the money and drop the service of having Rumpke take the cans to the curb. Then, I'd formulate a list of elderly and/or infirmed residents who are unable to carry their own cans to the curb, and pay existing village employees to carry out their cans. Save the 75k, budget 25k for village employees to do what Rumpke does, and save 50k.

    I think dropping the service is a great idea. 50% of the time, Rumpke does not put the cans back where they belong anyway.

    I have met newer residents that are not aware or do not understand about the "rear" pick up. The matter is also complicated by Rumpke being unwilling to walk past one car...though they will walk around a garage or up a sidewalk at another home.

    Also, the pick up time is inconsistant. I was informed that pick up is to be after 6AM- yet frequently they come at 5 AM...and I am not the first home of the morning.

    Are we still paying for lids to be put back on cans? The best they do is upside down on the can,which defeats the purpose- the can is still rained in-or the lid is full of water which spills in the can and on the person when you try to remove it. The reason I was given by Rumpe is that this allows them to know which homes they have been to. This reason doesn't make since since they cover the streets in a set pattern - additionally, with the cans at the rear of the home, they have to drive up to them to see anyway.

    Rear pick-up not only makes or community cleaner and more presentable,but is a valuable service to those for whom taking the cans to the curb would present a hardship. This does not only include out older population,but those that travel or have other physical limitations.

    I don't know about other streets, but we drive Sharon Ave every morning and only see two home that always put their garbage cans on the street. The other homes may put trash or cans beyond the three allowed or that are over the weight limit on the curb, but are still using rear pick-up for their garbage.
